A frail Bolivian president, Carlos Mesa, on Monday conceded defeat to Luis Arce, the handpicked candidate of frail President Evo Morales, in Sunday’s presidential election, which examined democracy in the resource-rich, landlocked nation.
Mr. Mesa said that rapid counts performed by polling corporations showed his fundamental opponent, Mr. Arce, a frail economy minister, had gained the run.
