WARSAW—Poland’s President Andrzej Duda won the first spherical of an election on Sunday, but without the easy majority he needed to take care of a ways off from a runoff, as turnout broke quarter-century-veteran files in the European Union’s first national election for the reason that coronavirus pandemic swept the continent.
