WASHINGTON—The U.S. Senate on Thursday handed by unanimous consent a bipartisan invoice to impose sanctions on Chinese language officers who threaten Hong Kong’s puny autonomy, as well to the banks and companies that produce trade with them, sending the regulations to the president’s desk.
