SEOUL—North Korean leader Kim Jong Un issued a uncommon apology for his navy’s brutal killing of a South Korean civil servant at sea, announcing he feels “very sorry” for the incident, officials in Seoul stated.
In a letter sent by North Korean officials, Mr. Kim expressed regrets for “disappointing” South Korean President Moon Jae-in. South Korean security officials, who shared the contents of the letter, didn’t specify how they got the correspondence.
